Tenaris Guyana Inc. in compliance with the requirements of the Government of Guyana, hereby requests formal commercial and technical proposals to establish a Master Services Agreement (MSA) for on-demand manpower management services.
The selected agency will become our designated partner responsible for sourcing, screening, interviewing, and legally hiring personnel as required by The Company during the term of the agreement. In strict compliance with Guyana’s Local Content Act 2021 (Act No. 18 of 2021), this procurement process is strictly restricted to agencies holding a valid, current Local Content Certificate issued by the Local Content Secretariat (LCS).

SCOPE OF SERVICE & TECHNICAL REQUIREMENTS
The Master Services Agreement (MSA) resulting from this RFQ is intended to cover wide-ranging manpower requirements. When a specific hiring order is formally activated by The Company. The selected agency must be capable of sourcing, screening, and onboarding personnel across various professional and technical categories.

• Suppliers are requested to submit their quotation no later than September 18th , 2026, allowing a response period of ten (10) calendar days from the date of issuance this RFQ.
