Security Services

MODEC Guyana Inc. (“MOG”) is seeking a potential SUBCONTRACTOR to be responsible for
providing comprehensive Security Services for MODEC’s operations in Guyana, ensuring the highest
standards of personnel safety, asset protection, operational continuity, and regulatory compliance. The
SUBCONTRACTOR will deliver integrated security solutions including risk assessments, manned
guarding, executive protection, security technology management, intelligence reporting, and liaison with
local authorities, in alignment with MODEC’s Health, Safety, Security, and Environment (HSSE)
policies and sustainability objectives.
Required services include:
1. Security Risk Assessment & Intelligence
• Comprehensive security risk assessments every 6 months (aligned with ISO 31000 / ASIS standards).
• Monthly intelligence briefings (local crime trends, “no-go” areas, socio-political developments, threat
forecasts).
• 24/7 capability for ad hoc risk advisories and emergency alerts with strict Service Level Agreements
(SLA) for delivery and follow-up.
2. Security Induction & Training
• Annual security induction programs for all personnel, covering: Guyana threat landscape, personal
security, digital safety, travel safety, emergency preparedness, cultural awareness.
• Training materials must be provided in editable formats and short video modules.
• All intellectual property rights assigned to MODEC.
3. Executive & VVIP Protection
• Advance venue/accommodation security assessments.
• Licensed close protection officers with advanced first aid, defensive driving, and local knowledge.
• Secure transportation planning, GPS-enabled vehicles, real-time monitoring, and
contingency/evacuation plans.
4. Security Personnel & Guarding
• Professionally trained, licensed static guards for all MODEC sites in Georgetown and environs.
• Supervisor-to-guard ratio of 1:5–8, with supervisors on-scene within 10 minutes for critical incidents.
• Mandatory certifications: access control, emergency response, conflict resolution, customer service, first
aid/CPR.
5. Security Operations Center (SOC)
• 24/7/365 manned SOC with secure infrastructure, redundant power, and high uptime.
• Monitoring of CCTV, alarms, GPS tracking, and intelligence feeds.
• Case management system for incident logging, tracking, and resolution.
6. Liaison & Compliance
• Serve as MODEC’s primary liaison with Guyana Police Force, Fire Service, EMS, and other agencies.
• Facilitate permits, licenses, and regulatory compliance.
• Monitor and advise on changes to security regulations.
7. Equipment & Technology
• CCTV systems with 30-day recording capacity and SOC integration.
• Radios, secure mobile devices, alarm and notification systems.
• Encrypted data storage compliant with Guyanese and international data protection laws.
• Preventive maintenance and monthly performance reporting.
8. Incident Response & Preparedness
• SLA response times: Georgetown critical incidents: 15 minutes, Georgetown non-critical incidents: 30
minutes.
• Trained personnel, equipped vehicles, and SOPs for scenarios including theft, assault, civil unrest,
kidnapping attempts, and natural disasters.
• Evidence handling compliant with chain of custody protocols.

Requirements:
The selected supplier must have:
• A minimum of five (5) years proven local operational presence in Guyana.
• All licenses and certifications required by Guyanese authorities to operate as a private security provider.
• Demonstrated expertise in critical infrastructure and corporate security operations.
• Compliance with all Guyanese labor laws and private security regulations.
